Elaine Hill is the IT Director for the Department of Revenue (DOR). Before joining the public sector, she was president of Hilltop Consulting where she designed and maintained websites and provided project management services. As the Information Services Manager at ECI, Elaine led the technical staff and provided equipment and IT consulting services to medium and large businesses and government. Her varied experience also includes systems and networks management and architecture. Elaine, who believes in giving back to the community, holds a Master of Science in Computer Science and as a professional educator who teaches students in STEM subjects. Email Elaine at
