The Unit also works closely with OIT staff, department budget officers, controllers and program staff, the Office of State Planning and Budgeting (OSPB) and the Joint Budget Committee (JBC) to support, negotiate, present, justify, and defend consolidation initiatives, statewide common policies, rates, and IT budget requests. Several competing priorities must be balanced: the needs of OIT's functional teams and programs, the needs of our customers, the overall statewide budgetary environment, and the service delivery concerns of Coloradans. These competing interests increase the complexity of the analysis to be performed by this Unit. This Unit is also responsible for implementing and managing billing functions for ~$125 million worth of services while maintaining multiple internal service funds in compliance with federal governmental accounting rules and standards. This responsibility is significant given OIT’s statutory charge to provide financial oversight to technology activities in all Executive Branch agencies.

OIT's Central Finance Unit is led by Director Dan Krug. Dan oversees the central budgeting and accounting teams. Dan comes to OIT from OSPB where he was a budget and policy analyst and most recently worked with the Amendment 64 Task Force. He previously was with the Department of Higher Education, CU-Boulder where he taught government, and in Washington DC with a member of the Colorado Congressional delegation.
