The Fiscal Year 2016-17 Budget has been submitted to the Legislature and all common policy documents are now posted on the OIT Central Finance Documents web page. There have been a few minor changes to the Common Policy submission this year. A new format was used. It details the OIT Long Bill structure as the starting point of common policy. This change was made to add transparency into the rate setting process. The OIT JBC Briefing took place November 20th and the Hearing, December 2nd. Colorado Legislative Session is scheduled to begin January 13th. Please check back for additional updates as session gets underway.

Now that legislative session is coming to a close, it is time for the Office of Information Technology (OIT) to hit the road and come visit state departments!
During FY 2014-15, the Office of State Planning and Budgeting and the Office of Information Technology engaged outside consultants to conduct an in-depth study of department concerns around IT billing. OIT has incorporated a number of changes based the results, and now it is time to bring the information directly to departments.
Beginning in mid-May, OIT financial teams will be visiting departments to provide greater transparency and insight into OIT's Common Policy.

OIT submitted the Common Policy Portfolio Request to OSPB on November 1, 2014. This request has made its way through the budget process although the JBC made several changes to FY16 Common Policy throughout the process. OIT has created a detailed spreadsheet to show the build up from what was requested, what changes the JBC made,and what the final appropriation reflects. Please note that this is not the final FY16 Billing Portfolio. OIT will calculate and publish each Department’s Annual Billing Portfolio after the conclusion of legislative session to include any special bill appropriations. FY16 Appropriated Payments to OIT.
